Cetta is a quest giver Fisherman who stands on the dock on the Domhan Coast - Beach.
You pick up and return the quest Feelin' Crabby to him.
After completing the quest you can speak to Cetta again and he will teach you the cooking recipe Cetta's Crab Cakes.

Quest pick up:
Fisherman Cetta - Shoo! Get outta here you darn... Oh! You ain't no gull! Sorry if I spooked you there. I was too focused on my crab fishing. Ravril - Crab fishing? Aren't there plenty of crabs wandering the beach? Fisherman Cetta - An old fella like me ain't got the energy to chase down crabs... But now that you two are here, maybe you could help me out... Fisherman Cetta - I'm after crab meat which sells for a pretty gold coin. You can gather it from the crab traps laid about. But be careful the crabs scuttling about are hostile! Ravril - Leave it to us! Ravril - <your name>! It's the duty of a Royal Knight to help those in need. It's like I have a sixth sense for spotting them too, like I can almost see a big exclamation mark above their head or something... Anyway, let's go!
While quest is active:
Cetta - Did you fella's get any crab meat? All you have to do is look for my crab traps around the beach! Easy for mighty warriors such as yourselves, eh?
Quest return:
Cetta - You got my crab meat? Great! This will sell well at the Honey Brew Meadery. You should stop by if you haven't already, fantastic mead if I do say so myself. Ravril - We'll be going that way anyway to reach the Outpost. Ravril - Looks like you can check your map by opening your menu and selecting the world map. Locations will be marked by a yellow square and you can even reveal more information by clicking on them! That's one handy magic map you've got there <your name>! Fisherman Cetta - The place is run by a funny little Dizwin called Dizcus, he could probably use a hand too! Fisherman Cetta - Oh before I forget, here is your cut for helping me with that crab meat!
After turning in the Quest:
Fisherman Cetta - Thank you for helping me out with that crab meat. I can't thank you enough... I know! I can teach you how to make my famous Crab Cakes!
You automatically learn the cooking recipe Cetta's Crab Cakes at this point.
Subsequent clicks after learning the cooking recipe:
Fisherman Cetta - These crabs aren't gonna fish themselves!
To Reach This NPC[edit]
Take a telepad to Domhan: Lighthouse, and then head north following the path towards the sandy beach area. When you get to the sandy beach area just keep heading south. Cetta is standing on the dock.
