Delilah is a quest giver NPC who is found standing by the path of the Domhan Meadows - Meadows.
You pick up the quest Delilah's Dilemma at her.
She leads you to the next quest hub (Meadery) by having you turn the quest in there.

Quest pick up:

Delilah - How will I ever become a blacksmith if I can not complete a delivery to the Meadery. I even left a day early! Gabriel is going to end me!
Delilah - I was running late on a delivery and decided to cut through the meadow to save time. Out of the blue a bustling Dizwin startled me, cut me off and spouted about a cave being their home, before running away.
Delilah - All of the commotion must have enraged the bees in the field. They started chasing after me and I ran to escape them...before realizing I had dropped the delivery during all of the fuss!
Delilah - It would be a great favour if you could brave the bees and collect the delivery for me.
Delilah - I recall dropping the delivery in the field of dandelions in the meadow just north of here. If you get to a bridge, you have gone too far!

While quest is active:

Delilah - Have you found the delivery yet or are the bees giving you too much trouble? Remember to search in the field of dandelions just north of here. If you get to a bridge, you have gone too far!

Quest return:

Delilah - Did you really find it amongst all those bees? You have saved me from a load of trouble! However...escaping the bees and being left in the sun all day has left me exhausted. Would you mind making the delivery for me?
Delilah - You can find the Meadery west along the path. It is a big building with a Meadery sign out front. You can not miss it!

Delilah's Dilemma's objective is updated.

After making the delivery to the Meadery:

Delilah - Working metal beats the sting of the honey trade.

To Reach This NPC

Take a telepad to Domhan: Meadows Meadery, and then head east along the path until you see Delilah standing in the path.
